The Education system in the Republic of Uzbekistan has faced significant changes over the last two decades thanks to the Law on Education, adopted in 1992 and reformed in 1997. This new legislature includes guidelines on educational policy, on how administration should be structured, on the rights and obligations of stakeholders, as well as defines the crucial role education play in socio-economic and cultural development. In 1997 the law on education was updated, and the National Program for Personnel Training was adopted. This program set the direction for the reform of all levels of education, including the development of a better higher education system.
Presently, doctoral studies in Uzbekistan are in the stage of being reformed and developed according to the Resolution on the Reform of Doctoral Education in Uzbekistan (December 2012). This reform has led to a number of actions being undertaken in order to improve the quality of doctoral education: new charters are being developed and implemented, and the Ministry of Higher and Secondary Specialized Education, the Academy of Sciences, HEIs, and Scientific Research Institutes coordinate their activities and legal documents following the requirements of this Resolution and its appendices.
The purpose of this project is to enhance the quality of doctoral education at Higher Education Institutions in Uzbekistan, in line with the principles of European Higher Education Area.
Four goals have been set to achieve this objective:
- Gaining an understanding of the legal and regulatory framework of doctoral education in Uzbekistan;
- Informing Uzbek Higher Education Institutions on the organisation of doctoral education in the EHEA;
- Developing the principles of doctoral programmes organisation;
- Developing national standards to assure high quality doctoral education.
The project will be developed in three main phases:
- The first phase aims to study the legal and regulatory framework of doctoral education in Uzbekistan and compare it with the EHEA legal and regulatory framework.
- The second phase intents to inform Uzbek HEIs about the organisation of doctoral education in the EHEA. This is done through the organisation of study visits, one in Uzbekistan and two in Europe, where experts in doctoral education from European HEIs share their experience and best practices with Uzbek peers.
- In the third phase the Guidelines for the development of doctoral programmes organisation and the Recommendations for national standards for quality assurance in doctoral education will be created. These outputs, together with the organisation of round tables with relevant stakeholders in Uzbekistan, will improve the ability of Uzbek HEIs to implement the quality doctoral education reform.
